Operational Experiments are another made-up term related to strategic horizons; they are the foil to operational goals. Whereas an operational goal is a specific plan with measurable goals and constraints (e.g. a project that produces a concrete deliverable by a certain time), an operational experiment is an explorative plan where the steps emerge from a series of questions that one asks, producing a playable prototype that can then be assessed against the context of a strategic horizon.
