Charters

A charter articulates the reasons why an organization exists, providing both scope and constraints that affect all of its operations. A charter answers two questions:

  • What is the greater purpose of the organization?
  • What are operational roles will the organization establish to advance the purpose?
  • What are the operational guidelines and doctrine will determine whether the organization is on-track?

In other words, a charter is a template that provides general guidance for how purpose and roles are fulfilled.
